Article 12 Changes In Turkish Social Security For Wages January 2022

The minimum wage to be applied in 2022 was brut TL5,004 per month, net TL 4,253.40 per month, and TL 166.80 per day.

Although the Turkey minimum wage concerns employees, almost all transactions related to social security are determined according to the minimum wage. Accordingly, the 50 percent increase in the minimum wage was reflected in all areas related to social security. Along with the new minimum wage, all payments have changed, from maternity and military service borrowing to unemployment benefits, from general health insurance premium to discretionary insurance payments, and individual pension system deductibles. So, what has changed in 2022?

THE COMPENSATION CEILING HAS INCREASED

– Severance Pay: With 2022, severance pay has also increased. The employer is obliged to pay the employee compensation in the amount of 30 days, that is, one month, clothed gross wages for each year. The total severance pay is calculated by multiplying the monthly dressed gross wage received by the employee for the last time by the year worked at the workplace. Severance pay is determined twice a year by a circular issued by the Ministry of Treasury and Finance. The Ministry of Treasury and Finance has published the circular on Financial and Social Rights for the period January-June 2022. Accordingly, the ceiling of severance pay to be applied in the first half of 2022 was increased by 27.9 percent and increased to 10,569 TL.

– Unemployment Benefit: The unemployment benefit is calculated by taking into account the earnings based on the premium reported to the SSI in the last 4 months on behalf of the employee. A salary of up to 40 percent of the average gross earnings of the insured person is paid. The maximum unemployment benefit does not exceed 80 percent of the gross monthly minimum wage. in 2022, the lowest unemployment rate will be 2,137 TL, and the highest unemployment rate will be 4,272 TL.

– Health Premium: The premium payable for General Health Insurance (GSS) has also changed with the new year. Those who have a per capita income below a third of the minimum wage in a family living in the same household will take an income test as every year, and the state will cover the GSS premiums if their income is registered as low. Those whose income is above a third of the minimum wage pay a GSS premium of 3 percent of the minimum wage. in 2022, a monthly premium of 150.12 lira and an annual premium of 1.801 lira will be paid for general health insurance.

WHAT WILL BAĞ-KURLU PAY?

– Optional Insurance: Those who do not work in a way that requires compulsory insurance, work as an insured person, but work less than 30 days a month or work full time, those who do not receive disability and old age pensions can become optional insured. The premium payable on optional insurance depends on the person. But there is a certain limitation. At least 32 percent of the gross minimum wage, and at most 32 percent of the 7.5 times the gross minimum wage. in 2022, those who will have discretionary insurance will pay a monthly premium of at least 1,601 TL. Those who want to pay their premiums at a high level will deposit the most 12,009 TL in 2022. In 2022, the monthly premium amount of Bağ-Kur insurances was 1.726 liras, while the monthly premium amount for those who benefited from the 5-point premium discount was 1.476 liras. The amount of premiums that agricultural Bond-Holders will pay in 2022 was 1,668 TL.

– Military Service, Maternity Borrowing: With the new year, the amounts payable for maternity for female employees and military service borrowing for male employees have also increased. The lowest amount payable for borrowing is 32 percent of the minimum wage, and the highest amount is 7.5 times the minimum wage of 32 percent. in 2022, the amount payable for the lowest borrowing was 53.38 TL per day and 1,601 TL per month. If they will borrow from the ceiling, they will pay 400.32 TL per day and 12 thousand TL per month.

– BES Deductions: The amount of deductions from salaries in the automatic BES, which allows employees under the age of 45 to be included in the Private Pension System (BES) by their employers, has also increased. 3 Percent is deducted from the gross salaries of employees every month and transferred to the BES. in 2022, there will be a BES deduction of 150.12 TL from the monthly salary of a minimum wage employee.

– Old Age and Disability Pension: The amount of the 65 pension paid to people who have reached the age of 65 and have no social security and no income will increase in 2022, and the benefit condition will change. In order to benefit from the pension, the income must be less than a third of the monthly net amount of the minimum wage. Accordingly, in 2022, those with a monthly income of less than 1,417 TL will be able to receive an old-age pension. the 65-year-old pension is determined according to the increase in the salary coefficient of the civil servant. Accordingly, the old-age pension will increase to 1,131 TL in 2022. Salaries paid to disabled people in the new year will also vary from 865 TL to 1,298 TL, depending on the state of disability.
